Первоначально это было морское выражение. Говорили, что корабль «мёртв на воде» (dead in the water), когда его двигатель выходил из строя и корабль не двигался. Эта фраза, однако, используется сейчас также и в социально-политической сфере: политические предложения, программы, предвыборные планы dead in the water, когда они перестают поддерживаться людьми или прекращается финансовая поддержка.

The newspapers told us that the government was planning an integrated transport policy, but we have heard nothing about it for some time. I suspect it's dead in the water. — Газеты сообщали, что правительство планировало следовать единой, интегрированной транспортной политике, но потом ничего не было слышно об этом. Я подозреваю, что все эти планы ни к чему не привели.
